While Bush believes that the Russians "meddled" in the US election in 2016, he cautioned that this does not necessarily mean "they affected the outcome". Whether they affected the outcome is another question, " the 43rd president said at a summit in Abu Dhabi on Thursday.
"It's problematic that a foreign nation is involved in our election system", he said. "Our democracy is only as good as people trust the results".
Although he did not mention the current president, Donald Trump, by name, Bush seemed to criticise the president's decisions on immigration, as well as for trying to get closer to Russian Federation.
The former USA president also called Russian President Vladimir Putin a "brilliant tactician".
"He's got a chip on his shoulder", Mr Bush said of Mr Putin.
Bush was supportive of the Obama-era Deferred Action for Childhood Arrivals program Thursday, as he told an audience at a summit in Abu Dhabi that the US needs to "welcome" them.
"[He] is pushing, constantly pushing, probing weaknesses", added Bush. "Therefore, much of his moves [are] to regain Soviet hegemony".
Former President George W, Bush made a few comments in regard to immigrants and the need for Americans to both welcome and thank them. "That's why North Atlantic Treaty Organisation is very important".
"I had tried, but unsuccessfully", he said without naming Trump.
"There are people willing to do jobs that Americans won't do", he continued.
The United States has to reform its immigration laws, he said.
In 2008 Mr Bush became the first sitting USA president to visit the UAE.
Milken, who has survived prostate cancer, and his family have donated hundreds of millions of dollars in recent decades.
