The two week session of the National People's Congress is also scheduled to amend the constitution to include a reference to Xi's political theory, enshrine the Communist Party's leading role in governing the country and create a new anticorruption commission that expands party oversight of all public servants.
"China doesn't want a trade war with the United States", Zhang Yesui, spokesman for the National People's Congress, told a news conference on Sunday, the eve of the rubber-stamp parliament's annual session. The congress is made up of almost 3,000 delegates elected by China's provinces, autonomous regions, municipalities and the armed forces. An amendment to the US Constitution approved in 1951 limits presidents to two terms in office.
With the Communist Party leadership having already laid the groundwork, the NPC's 3,000 or so delegates are expected to approve the constitutional revisions and government appointments. However, watch for signs of political fallout from this decision over the next year and possibly more anti-corruption purges. About 70% of its delegates - and nearly all its senior figures - are also Communist party members. Xi began second five-year term as the leader of the CPC and the military in last October after a key congress of the party.
Still, China has made no secret of its broader military ambitions, with President Xi Jinping promising past year to make China's armed forces world-class by the middle of the century.
The measure doing away with presidential term limits is slated for adoption March 11, marking the first change to the constitution in 14 years. The CMC is the overall high command of the 2.3 million strong Chinese military.

China's defense spending as a share of GDP and the budget also remains lower than that of other major nations, he said.
In the closed-door meeting from yesterday, Trump also complained about Hillary Clinton not being investigated after the 2016 presidential election, making claims it is a "rigged system" that still doesn't have the "right people" in place to fix it, during a freewheeling speech to Republican donors in Florida on Saturday.
"He's now president for life".
The proposal has sparked off concern and speculation at home and overseas that the 64-year-old Xi, who heads the CPC and military besides the presidency and recently began his second five-year term, would continue for an unprecedented third term and beyond, wielding unquestionable power exercised by the party founder Mao Zedong in the heyday of China's revolution. And look, he was able to do that.
