But he told ABC News that he believes there's evidence that the president obstructed justice and says he can't rule out that the Russians have compromising information on Trump.
Comey is embarking on a public rollout of his book, "A Higher Loyalty", which comes out Tuesday.
Another passage questions Trump's morality, claiming, "this president is unethical and untethered to truth and institutional values".
That almost tripled what ABC had a week before in the time slot.
Meanwhile, Trump's reax to the FBI's raid on the office, home and hotel room of his personal attorney Michael Cohen - an "attack on our country", he tweeted - is equally disturbing and unsafe, Comey told Stephanopoulos. Pundits and politicians who skim the book looking for ammunition to attack Trump or Comey are missing the point. But more importantly, the President of the United States is calling for the imprisonment of a private citizen, as he's done for a whole lot of people who have criticized him. The polls swung considerably against Hillary Clinton after Comey's October 28 announcement, and didn't recover when he declared two days before the election that the investigation hadn't actually turned up anything incriminating about her. Comey said Trump's actions "tainted an institution that pursues the truth".
