"And this kind of propaganda is really a diversion ... so that the people in the United States of America won't really see what's happening", Seagal continued, praising Putin as "a great world leader" and "brilliant tactician".
The Foreign Ministry announced the move Saturday on its Facebook page. Trump and Seagal have both said over the years that the United States would greatly benefit from a strong relationship with Russian Federation.
"I've always tried to do everything possible to help Russian-American relations to improve", Seagal, who hold both Russian and USA passports, said to TASS news agency. "I have worked tirelessly in this direction for many years unofficially and I am now very grateful for the opportunity to do the same thing officially".
Mr. Seagal, 66, did not immediately return a message seeking comment.
While Seagal is popular in Russian Federation, he has been accused in the U.S. of sexual misconduct.
Seagal, who sometimes appears on Russian state TV to talk about his views and career, was cited by Kremlin-backed TV station RT as welcoming the appointment.
Seagal's films, which often highlight his martial arts skills, are popular in Europe. Seagal once referred to Putin as "one of the great living world leaders".
Actor Steven Seagal on Sunday embraced his new role as a "special representative" of the Russian Foreign Ministry, saying he takes the role "very seriously".
In a Twitter post on Monday morning (NZ time) the martial artist wrote on social media that he is "deeply humbled and honoured to have been appointed as a special representative of the Russian Foreign Ministry in charge of Russian and American Humanitarian ties".
