US President Donald Trump was not expected to attend any of the services and had not mentioned McCain before US flags over the White House began Monday morning at full-staff.
Trump retorted that the senator was "not a war hero" and referred to McCain's years as a prisoner of the North Vietnamese by saying: "I like people who weren't captured".
But President Donald Trump, who had clashed with fellow Republican McCain over various issues and said during his campaign that the senator was "not a war hero", wavered in his approach to what presidents normally treat as a gesture of courtesy and respect.
In addition to signing the proclamation, Trump announced that he'd asked Vice President Mike Pence to give an address at the ceremony honoring McCain at the Capitol on Friday. Instead, Trump told his aides, including Press Secretary Sarah Huckabee Sanders and Chief of Staff John Kelly that he'd publish a tweet.

The president tweeted his condolences to McCain's family but made no reference to the Arizona senator.
But the timing of the six-term Republican senator's funeral isn't yet known. "Our hearts and prayers are with you!"
Cindy McCain, the Senator's wife of 38 years, also mourned the loss on social media.
"A passionate advocate for American global leadership, Senator McCain rightly bemoaned those who favored a USA pullback from world affairs", Harris added. "McCain and his family, Gov. Ducey will not be making any announcements about an appointment until after the senator is laid to rest", Daniel Ruiz II said, as quoted by The New York Times.
Mr. Bush, who defeated McCain for the GOP nomination in 2000, issued a statement hailing McCain as "a man of deep conviction and a patriot of the highest order".
The Jewish Democratic Council of America (JDCA) stated, "We honor Sen".
