Rooney, who has scored 53 goals for England, will make a brief cameo towards the end of the Wembley clash in a move created to commemorate the legendary striker's worldwide career.
Rooney became England highest capped outfield player when he made his 116th Three Lions cap against Slovakia in September 2016.
Rooney, who retired from global football in 2017, will be part of the England squad that faces the United States at Wembley on 15 November. "If anything, this would convince me not to buy one".
"If Rooney wants to raise money for his foundation then he would be better served booking Wembley, inviting an all-star XI and holding a charity match".
Roney's last England appearance came against Scotland and Hampden Park, but after the game he announced his worldwide retirement.
After moving to the United States from Everton in July, Rooney scored 12 goals to guide DC United from the bottom of the Major League Soccer table into the play-offs. "It's fitting that the match will be against the U.S. and I hope that both sets of fans enjoy the game".
Unfortunately, the fairytale ended this week as Rooney missed a penalty in a 3-2 penalty shootout defeat to the Columbus Crew.
Shilton won 125 caps before retiring after the 1990 World Cup, when England reached the semi-finals - just as they did this summer.
